Soviet Peoples Commissariat of the Sea Fleet document signed by Anastas Mikoyan abd Semyon Dukelski (1892-1960) one of the top NKVD officers assigned to watch over Osip Emilyevich Mandelstam (15 January 1891 – 27 December 1938), a Russian Jewish poet and essayist. Dukelski is infamous for being one of the top Stalin’s executors and author of numerous denunciations. Dukelski was later placed in a psychiatric institution.
